1. Procurement Technical Requirements ***(Essential requirements and conditions that cannot be deviated from are indicated in bold italics)***

 

2. This procurement scope includes the supply, transportation, installation, maintenance, personnel training, and after-sales service of the goods.

 

3. Project Procurement Budget The procurement budget is RMB 790,000 (￥790,000.00). Any final responsive bid exceeding the procurement budget or the maximum price limit will be deemed an invalid response. The maximum price limit for this project is 90% of the procurement budget. Unless otherwise specified, all procured goods must be provided with standard functions and parameters. The supplied products must be brand new, qualified, and genuine, and the manufacturer must provide a product warranty. For imported products, relevant proof must be provided, and they must meet national environmental protection and relevant quality standards.

 

4. Goods Quality Requirements

Comply with the requirements of the "Hygiene Standard for Drinking Water" (GB5750-2006). Consumable reagents for online instruments must be compatible with the instruments. Standard samples and consumable reagents for online instruments are supplied as needed, ensuring they are not past their expiry date. All reagents and standard samples must meet the requirements of Jiangsu Province's dual-random inspection and the Jiangsu Provincial Urban Water Supply Safety Assurance Evaluation Index System assessment. All standard samples and environmental standard samples in Tables 1-3 and 1-4 must meet the standards in the remarks.

The manufacturer of the provided standard solutions must have a national standard substance certification and a standard substance/standard sample producer accreditation certificate. The transportation of chemical reagents and consumables must comply with relevant national laws, regulations, and industry standards.

 

5. After-Sales Service Requirements

(1) Free warranty for the equipment for one year from the date of acceptance. During the warranty period, the contractor implements a "three-guarantees" policy for product quality. For any failures caused by equipment configuration or manufacturing quality issues, the contractor must provide free repair or replacement within 24 hours. The contractor shall bear all costs incurred.

(2) Technical support response time. Telephone support for general problems within 2 hours, on-site solution for difficult and key problems within 2 days. The contractor bears the relevant costs during the warranty period; after the warranty period, the contractor will charge a cost fee.

In addition to the service requirements stipulated in this document, the supplier should provide a detailed description of the after-sales service they can offer. The supplier will also provide free training for the purchaser's equipment maintenance and operation personnel. The repair response time is the normal travel time plus 3 hours.

 

6. Delivery Time and Location

(1) To facilitate the purchaser's production organization, the delivery time of all goods needs to be determined after consultation. If necessary, delivery can be made in batches. The supplier must commit to a reasonable delivery time, delivering goods within 2 days after each order is confirmed by both parties. Failure to deliver on time will result in economic penalties.

(2) Delivery Location: The supplier will deliver and unload the goods to the location designated by the purchaser. All relevant documents (certificates of conformity, test reports, etc.) must accompany the goods. The purchaser will organize relevant personnel to test the goods. Any goods failing the test will be returned; the supplier will bear all resulting losses.

 

7. Payment Method

After the on-site initial inspection and warehousing of each batch of goods, the payment will be made in full after 10 days of use without any quality problems being discovered.
