I. Bidder Qualification Requirements:

Bidder Qualification Requirements

1. Bidders must meet the conditions stipulated in Article 22 of the "Government Procurement Law of the People's Republic of China";

(1) Having the ability to independently assume civil liability (provide the legal person's business license or proof of three certificates in one, etc.);

(2) Having a good business reputation and a sound financial and accounting system (2018 financial statements or credit certificates issued by the main account opening bank);

(3) Having the equipment and professional technical capabilities necessary to perform the contract (providing a letter of commitment to possess the equipment and professional technical capabilities necessary to perform the contract, or providing relevant supporting documents);

(4) Having a good record of paying taxes and social security funds in accordance with the law (providing relevant materials for paying taxes and social security funds in accordance with the law in any one month of 2019. If legally exempted from tax or not required to pay social security funds, corresponding documentary evidence should be provided);

(5) Having no major violations in business activities in the three years prior to participating in government procurement activities (provide a written statement);

(6) Other conditions stipulated by laws and administrative regulations.

 

2. The bidder has no major violations in business operations, and is not subject to any of the following situations: being ordered to suspend business, having its business license revoked, its property being seized, frozen, or taken over, or being declared bankrupt. There are no other circumstances that may affect the bidding qualification. The bidder needs to check on the "Credit China" website

3. Different suppliers whose unit heads are the same person or have direct controlling or management relationships may not participate in government procurement activities under the same contract (provide a written statement).

4. Joint bids are not accepted for this project.

5. Our company only accepts bids from suppliers who have purchased this bidding document. Note:

1. Please have the bidder's representative bring copies (with official seal) of the following supporting documents to purchase the bidding documents:

(1) The person handling the purchase of bidding documents needs to provide:

(a) If the handler is the legal representative, a legal representative certificate and a copy of the legal representative's ID card must be provided;

(b) If it is an authorized representative of the bidder, a letter of authorization from the legal representative and a copy of the authorized representative's ID card must be provided;

(2) A valid enterprise legal person business license (or public institution registration certificate) or business license of other organizations, organization code certificate, and tax registration certificate (or three-certificate-in-one proof);

Bidders must submit overall bids for the goods and services of this project on a package-by-package basis. Any bid submitted for only part of the contents within a single package will be considered an invalid bid. Bidders can bid on both packages of this project simultaneously, or only on one of them, and are allowed to win bids for both packages simultaneously.
