Procurement Requirements

I. Project Overview

1. Venue Introduction. The China Animation Museum (hereinafter referred to as the "Animation Museum") is the first national-level animation-themed museum in China, approved by the State Administration of Radio, Film, and Television and the China Animation Society. It integrates exhibition, collection, education, experience, and academic functions, aiming to build the largest, most comprehensive, and authoritative modern animation museum in China, a pioneering domestic and internationally renowned institution.

2. Geographic Location. The Animation Museum is located at No. 375 Baima Lake Road, Changhe Street, Binjiang District, Hangzhou, on an island to the east of the Baima Lake Ecological Creative City Animation Square. The planned land area is 2.77 hectares, and the main building area is approximately 30,167 square meters.

 

II. Service Content

1. Interpretation Services

(1) Responsible for interpretation services in all exhibition areas of the museum.

(2) Participate in the writing, revision, and arrangement of interpretation scripts.

(3) Assist the competent department in carrying out social science popularization and education activities.

(4) Other work related to interpretation services.

 

2. Venue Services

(1) Responsible for answering calls, providing service inquiries, handling lost and found items, paging for missing persons, and other convenient services at various information desks in all exhibition areas.

(3) Responsible for recording, organizing, and providing feedback on visitor reception information.

(2) Responsible for book searching, borrowing, and organization in the animation library.

(3) Responsible for providing guidance on the operation and use of various multimedia and interactive exhibits, as well as maintaining order.

(4) Responsible for patrolling and inspecting the cinema, controlling entrances and exits, guiding audiences, and maintaining order.

(5) Responsible for the daily simple operation and cleaning of the cinema's facilities and equipment, assisting in the preparation of theatrical performances, film screenings, and conference services.

(6) Responsible for liaising with the maintenance providers for the cinema and exhibition facilities and equipment, promptly handling various hardware and software malfunctions, and overseeing the implementation of various maintenance plans.

(7) Assist the security management department in properly handling various emergencies.

(8) Other work related to venue services.

 

3. Security Guard Duty Services

(1) In accordance with the relevant requirements for museum security guard management, provide daytime security supervision and inspection services and nighttime security guard duty services, fulfilling the responsibilities of a security guard, and diligently maintaining duty logs.

(2) Other work related to security guard duty services.

 

III. General Requirements for Service Personnel

The China Animation Museum is the first national-level animation-themed museum in China. It collects, displays, and exhibits numerous scientific, interactive, and visually appealing animation technology exhibits. It also has supporting functional areas such as derivative product sales areas, a cinema, a library, a cafe, and a restaurant. Strict requirements are placed on professional, safety, and standardized operation procedures, and audience services aim for professionalism, efficiency, meticulousness, and thoroughness.

(1) The purchaser will be responsible for the centralized management of the outsourced service management organization established by the winning supplier.

(2) The winning supplier will establish, in accordance with the actual situation of the Animation Museum, various rules and regulations for the management, recruitment, training, and assessment of professional technical service personnel. These must be reported to the purchaser for approval before implementation.

(3) The purchaser has the right to participate in and approve decisions regarding the establishment of key positions, personnel recruitment, and management. If deemed necessary, the purchaser may review the financial status and financial statements of the winning supplier.

(4) In dealing with special, urgent, and emergency incidents, the purchaser has the right to directly command the professional technical service personnel.

(5) The professional technical service personnel provided by the winning supplier must be stationed at the museum.

(6) The winning supplier must ensure the uninterrupted, continuous, and professional nature of the services, reasonably allocating the types and number of personnel to meet the purchaser's needs.

(7) The winning supplier must conduct strict political reviews of the recruited personnel, ensuring that they have no criminal records.

(8) Employees of the winning supplier must wear uniforms, maintain standardized conduct, pay attention to appearance, and maintain a public image according to job requirements. Certain image-related positions may have requirements regarding body shape and height.
